乐山市五通桥中学2018级新生住校生消防安全紧急疏散演练方案

目的:消防安全,警钟长鸣。安全工作一直以来是学校工作的头等大事,学校始终把安全工作放在突出位置。通过消防演练,提高师生自救能力。同时全面提高师生员工的安全意识和应对紧急突发事件的处置能力,学习掌握应急逃生的基本常识,特组织本次住校生员工消防疏散演练。具体方案如下:

四、演习内容
情景模拟,住校生就寝时,突发火灾。宿管员组织住校生紧急有序疏散、逃生。

七、工作人员安排
1、现场总指挥:李向前(负责演练工作的组织和现场指挥,监管演练工作的全过程,并发布命令。)
现场副总指挥:谢芬明(协助总指挥的工作、协调各单位人员的调配,监管各小组工作,保证演练工作的顺利进行。)
2、宣传组:孙谆仁(新闻报到)、李国武(负责制定本次演练活动的方案及准备协调。)、全体班主任(负责本班演练过程中安全有序撤离以及拍照)
3、信号组:钟雪丽(负责广播播音)

5、保卫组:学校保安(防止车辆演习期间进入演习区域,负责维持集结地点学生的秩序和安全,防止拥挤踩踏事件发生。)
6、救护组:叶 刚(负责救援相应物品准备,对受伤师生紧急救护。)
八、演练前准备工作
(1)动员部署:通过各种会议培训,提高全体宿管员和住校生消防安全意识,明确开展演练的意义。 
(2)熟悉流程:各班主任利用晚自习时间组织全体住校生生熟悉演练内容和步骤 。
九、演习程序
(一)紧急疏散演习
1、下午16:15分宿舍管理员清点各寝室人数,全体工作人员迅速到达教室或分工预定位置,各就各位;
2、下午16:20分,拉响警报,指挥部发出指令、宿舍管理员迅速组织全体住校生从最近的安全出口安全有序的撤离寝室并到指定位置集合。
a、疏散要点及注意事项:要保持镇静、有序地按照路线撤离到指定安全地点;
b、撤离行进过程中所有同学伏低身体,用湿毛巾或衣物等捂住口鼻,做好相应的防护动作。
c、各宿管员组织学生撤离寝室后,应在楼道及楼梯口组织学生疏散。待学生全部撤离后,对本楼层进行巡查,确保每个学生都撤离寝室;然后与学生一起撤离到指定安全地点。
d、各班主任应到相应场地观察情况,并对演练过程拍照。
e、男生寝室疏散到篮球场分楼层按寝室集合,队列整齐后,寝室室长向对应管理员汇报人数,管理员做好相应记载,所有寝室汇报完毕后,将男生有序带入足球场集合,同时向现场总指挥汇报各寝室应到实到人数,汇报完毕后维持相应队列秩序,等待演练总结。
女生寝室直接疏散到足球场,按楼层分寝室集合,队列整齐后,各寝室室长向对应管理员汇报人数,管理员做好记载,待自己负责的所有寝室汇报完毕后,向现场总指挥汇报应到实到人数,汇报完毕后维持相应队列秩序,等待演练总结。
(二)活动小结(16:25—16:30)
1、总指挥作总结讲话;
2、现场总指挥宣布演习结束;
3、16:30—17:00消防安全知识讲座。
十、有关注意事项
 1、撤离的总体要求是“安全、有序、快速”,而首先要保证“安全、有序”。
 2、演习时听到总指挥的宣布后,全体住校生和宿管员必须服从指挥,听从命令,立即快速、安全进行避险和疏散,演习时不能再收拾物品(演习之前请学生保管好自己的贵重物品)。
3、演习时按既定路线撤离,下楼一律靠右行,快速安全疏散。
4、演习时不得拥挤、推搡,不抢先下楼,不得重返寝室,更不得喧哗、开玩笑;如发现有人摔倒,应立即将其扶起,帮助一起撤离危险地。宿管员在楼层拐弯处,负责维持秩序,指导学生有序疏散,严防拥挤和踩踏事故发生,确保学生安全,待学生全部撤离后方可离开岗位。
5、演练的目的是进一步增强师生的消防安全意识,提高突发火灾时应急反应能力,以后将作为学校的一项经常性工作。这一点请各班主任给学生讲清楚,避免学生和家长中发生“我校发生火灾”等谣传。
